Return to work within 24-hours or be dismissed, Rivers tells striking doctors

Secretary to the Rivers State Government, Tammy Danagogo, in a statement said the strike should be restricted to resident doctors that are directly under the payroll of the Federal Government.

The statement titled, ‘Government Special Announcement’ reads,” Sequel to the ongoing strike action by the Rivers State chapter of the National Association of Resident Doctors with respect to irregularities in the payment of salaries of house officers by the Federal Government, the Rivers State Government hereby directs all resident doctors under the employment of the state government to call off its strike action immediately.

“Whereas the NARD has a right to go on strike, we expect that such should be restricted to resident doctors that are directly under the payroll of the Federal Government, particularly as the Rivers State Government does not owe salaries or benefits to resident doctors in the state.

“We are, therefore, unable to decipher why resident doctors in the state will embark on sympathy strike with their counterparts in the employment of the Federal Government.

“To this end, the Rivers State Government having reaffirmed its position with respect to the above, will not tolerate further strike actions by resident doctors in Rivers State and will be compelled to invoke the ‘no work, no pay’ rule on striking house officers.

“We, therefore, direct all resident doctors to call off the ongoing strike in the State and return to work within 24hrs, or forfeit their salaries and risk being sacked.”

Again, FG threatens to dismiss civil servants leaking official documents on social media

The Head of the Civil Service of the Federation, Dr Folasade Yemi-Esan, handed down the warning in a circular sighted by newsmen.

The circular read, “The attention of the Office of the Head of the Civil Service of the Federation has been drawn to the incessant unauthorised disclosure of official documents/information on social media platforms.

“The unwholesome practice involves posting/reposting of secret, confidential and classified government correspondences, policy drafts, minutes, notes, memos, etc., on social media.

“This reckless action is tantamount to a breach of the Oath of Secrecy public servants swore to, and a serious misconduct which may lead to dismissal from the service, as provided in the Public Service Rules 030401 and 030402.

“Henceforth, any officer caught posting/reporting government documents on social media and other platforms without authorisation would be severelv disciplined in accordance with the provisions of the PSR.

“This circular, therefore, reinforces the earlier circular on the subject, Ref. No/ HCSF/109/S.l/120 dated May 22, 2020 and other extant regulations prohibiting unauthorised publishing of official documents.

“Permanent Secretaries and Heads/Chief Executive Officers of extra-ministerial departments are to bring the content of this circular to all staff for compliance.”

[UPDATE] Hushpuppi: IGP appoints Disu as Kyari’s replacement at IRT

A statement by the police spokesman, Frank Mba, titled, ‘IGP appoints DCP Tunji Disu as Head, Police Intelligence Response Team,’ said the positing was with immediate effect.

The statement said, “The IG charged the new head of the IRT to demonstrate his professional competence in his leadership of the unit.

“He also assured citizens that the IRT will remain focused in the discharge of its duties in line with national statutes and international best practices.

Prior to his appointment, Disu, a former Commander of the Rapid Response Squad Lagos State, was the DCP, Department of Operations, Force Headquarters, Abuja.

Resident doctors begin indefinite strike

This is coming at a very critical time when the country is currently experiencing a rise in COVID-19 infections; the signal of a third wave of the pandemic.

The doctors reached the decision after their National Executive Council (NEC) meeting by over 50 members across the country.

President of the NARD, Dr Uyilawa Okhuaihesuyi, who made these known in a statement, also noted despite efforts by Speaker Femi Gbajabiamila to ensure the Medical Residency Training Funds is captured in the supplementary budget, the Federal Government has failed to disburse the funds to its members.

He said: “The NEC noted the suspension of the total indefinite strike action One Hundred and Thirteen (113) days ago due to Government promises as entailed in the Memorandum of Actions (MOA) signed at the instance of the Minister of Labour, Sen. Dr Chris Ngige.

“The NEC also noted the efforts of the Hon Speaker of the House of Representatives in ensuring that the Medical Residency Training Funds is captured in the supplementary budget. They however frowned at the delay by the Federal Government in disbursing the funds to our members.

“They decried the undue hardship our members on GIFMIS platform are facing due to the delays in payment of their salaries ranging from three to seven months.

“The NEC noted that despite Government’s promise to migrate her members from the GIFMIS to the IPPIS platform, they are still stuck on the GIFMIS platform which is laced with payment irregularities.

“The NEC noted with grievous concerns the circular from the Head of Service of the Federation removing House Officers from the scheme of service and the consequent implementation by the Lagos State Government. They also observed that some House Officers are still being owed 1-2 months’ salaries.

“The NEC noted that bench fee for outside postings by Resident Doctors has been abolished, however, some Chief Medical Directors have renamed the bench fee as training fee causing hardship on her members.

“NEC noted that with regards to the non-payment of the National Minimum Wage Consequential Adjustment, the list of affected institutions and personnel strength had since been submitted to the Federal Ministry of Health as directed by the MOA signed with the Federal Government yet nothing has been done.”

UPDATE: Hushpuppi to be sentenced in October –US court

The court’s Director of Media Relations, Thom Mrozek, disclosed this to news correspondents in an emailed enquiry.

“A U.S. Magistrate Judge has issued arrest warrants for the defendants in the case, including Mr Kyari. This is standard operating procedure in nearly all of the criminal cases filed by this office.

“Hushpuppi is currently scheduled to be sentenced in late October,” Mrozek stated.

The court official, however, did not disclose whether Kyari must be in court with Hushpuppi by late October.

JUST IN: IPMAN threatens to suspend operations in Enugu, Rivers, others

IPMAN’s strike notice, which was contained in a circular signed by the association’s National President, Sanusi Fari, is coming against the backdrop of alleged harassment of its members by the police.

Depots to which IPMAN supplies products in its designated Eastern Zone include Aba, Calabar, Enugu, Makurdi, and Port Harcourt.

“Following the series of unwarranted attacks by the police against IPMAN, Eastern Zone comprising the National Executive Committee of IPMAN resolved that members withdraw their services at these units/depots immediately until further notice.

“The Zonal Chairman, East, should kindly forward (the notice) to chairmen, IPMAN, Aba, Calabar, Enugu, Makurdi and PH Depots/Units for compliance,” the notice stated.

“On Friday, a group loyal to a parallel faction which lost out in the court was led to forcefully take over the IPMAN office at the Port Harcourt depot.

“Dr Joseph Obele, the lawfully elected chairman of the depot was elected in October 2019 following an election which these people participated in.

“His tenure will expire in 2022; so they should allow him to finish his tenure.

“We are using this opportunity to call on the Inspector-General of Police, Usman Baba, to intervene and prevail on his men so that they can allow the leadership of IPMAN recognised by law to have access to their offices at the Port Harcourt depot.

“We will not allow the reign of impunity in IPMAN.

“So we have resolved to withdraw our services in the Eastern zone indefinitely until legality is restored,” the association said.

WASSCE: No more late registration from 2022, WAEC warns

The Head of National Office (HNO) of WAEC, Mr Patrick Areghan, made this known in an interview with the News Agency of Nigeria (NAN) in Lagos.

“Late registration makes preparations very cumbersome. On the contrary, we do not experience same during examination for private candidates”.

“This year, we opened our portal for registration of candidates on February 5, to close on May 16; that is a three-month interval.

“We later extended it to May 31, but due to activities of defaulters, we kept shifting the goalpost until the end of June.

“This is July and as at 15th, these stragglers were still calling for more extension”.

These are people who will not do the needful within the given period; this will no longer be tolerated, no matter the explanation advanced,” he warned.

“If a student should fail the examination while in school, depending on the policy of the state, if given the opportunity to repeat, he or she could repeat; if not, such a person should go and attempt the examination again as a private candidate.”

“They do not want to comply. Should they comply with the process and directive, the issue of registering external candidates will never arise.

“I recall in 2018, they frustrated our efforts, but it did not work, same in 2019.

“This year, we have taken the issue to our board and it has given us the necessary backing; those who could not register within the given time frame were shut out and have been all over the place complaining,” he told NAN.

“Right now, whatever you submit as your continuous assessment score record, name of candidates and other details, is what we transfer to our registration portal.

“No change is effected but unfortunately, upon doing all these, some schools still go-ahead to enroll fictitious named so that when they go shopping for external candidates, they come back to demand for a change of information on candidates’ profiles,” he said.

“Our message now is that it will no longer be business as usual. We have started to checkmate all these unwholesome activities and we are putting down our feet”.

UPDATE: IGP orders ‘review’ of allegations against Abba Kyari

The police made this known in a statement, signed by the Force Public Relations Officer, CP Frank Mba.

The Nigeria Police statement was titled, ‘Alleged Indictment Of DCP Abba Kyari: Inspector-General Of Police Orders A Review Of The Information’

It read, “Sequel to the receipt of allegations and indictment processes from the Federal Bureau of Investigation (FBI) against one of the personnel of the Nigeria Police Force, DCP Abba Kyari, the Inspector General of Police IGP Usman Alkali Baba psc (+), NPM, fdc has ordered an internal review of the allegations.

“The Nigeria Police Force reaffirms its commitment to the pursuit of justice and the strengthening of its professional relationship with the FBI and other international partners.

“Further developments on this case will be communicated to members of the public accordingly.”

The court, on July 23 granted an ex-parte application by the applicants and, among others, ordered the DSS to produce them on July 29 and to show cause why they should not be granted bail.

At the resumed hearing in the case, the DSS failed to produce the applicants, but made effort to justify its inability to comply with the court’s order.

DSS’ lawyer, I. Awo apologised for his client’s inability to produce the applicants in court, but argued that they were being detained based on an order from another court pending the conclusion of investigation.

Awo said the order got for their detention would lapse on August 2 and prayed the court to allow the DSS time to conclude its investigation after which it would decide on whether or not to release or charge them to court.

The lawyer noted that as against the applicants’ claim that 12 of them were being held, the DSS has three – Amoda Babatunde (aka Lady K), Diokola Adeyemo Admola and Bamidele Sunday – in its custody.

However, lawyer to the applicants, Olajengbesi faulted Awo’s claim and insisted that all his clients were being held by the DSS.

[UPDATE] Hushpuppi: US court orders arrest of Abba Kyari

According to a court document obtained by Peoples Gazette, Otis Wright of the United States District Court for the Central District of California ordered the Federal Bureau of Investigation to track down Kyari and produce him in the United States for his role in a multi-million dollar fraud perpetrated by Ramon Abbas, aka Hushpuppi; and his co-conspirators.

According to the indictment by the court, Hushpuppi allegedly conspired with five others – including Vincent – to defraud the businessperson (whose name was withheld) by claiming to be consultants and bankers who could facilitate a loan to finance the construction of a school in Qatar.

The document also said Hushpuppi worked with some of his partners in crime including 28-year-old Abdulrahman Juma from Kenya, and 40-year-old Chibuzo Vincent from Nigeria. Other are Yusuf Anifowoshe, 26; Rukayat Fashola, 28; and Bolatito Agbabiaka, 34.

“According to the affidavit, Kyari is a highly decorated deputy commissioner of the Nigeria Police Force who is alleged to have arranged for Vincent to be arrested and jailed at Abbas’ behest, and then sent Abbas photographs of Vincent after his arrest. Kyari also allegedly sent Abbas bank account details for an account into which Abbas could deposit payment for Vincent’s arrest and imprisonment,” the statement partly read.
